Marketing in the Middle East, this is an interesting market full of opportunities.
PITFALLS
On the other hand, the following must be evaluated:

COMMON PLACES
Very often it is generalized thinking that the authorization for UAE (United Arab Emirates), for Dubai, is enough to have the permission for the whole area. In reality the scenario is more fragmented and complex: just look at the geographical map, to understand that the states are different and the regulations are different. Another potential error, accessing third-party certification systems accepted in several countries in the area: always check the situation in the individual countries well by comparing it with the lists that we present below, because it could happen that at the request to establish the CoC - Certificate of Conformity , this is denied, perhaps because that specific product has been tested in a laboratory that is not present in the list of that specific country. However, the situation is very fluid, evolving. In the past, productions, including local ones, under license for fire doors (for example, Falcon, Ramkor or Halspan) were very popular. Also following the disastrous fires that occurred in buildings, in addition to more than borderline behaviors of players in the local construction products market, there is a tendency towards greater control.
THE METHOD, NOW WIDE SHARED
Over time, each country has developed its own Civil Defense, a sort of Ministry of the Interior. The various laboratories and notified bodies must be accredited with this institution. The products will be marketable only if you have a CoC - Certificate of Conformity, issued for that country with the dedicated forms. This certificate is not that of the test. It is that of the specific certification for that country. A nice difference. The CoC must be valid, the validity is annual. In addition, the CoC must be available online on the notified body's website. To obtain the CoCyou will need to have tests carried out in an authorised laboratory (by Civil Defence) and use an authorised notified body (by Civil Defence), which will make an annual visit to the production site to verify that the products conform to the sample tested and that the system is consistent. This methodology is relatively new and to date not all laboratories and notified bodies are recognized. In any case, we see a "race" to be recognized, even if it is not an easy procedure, more and more organizations are included. In the past, only the main and international ones found a place on these lists, such as Exova-Warringtonfire, BM Trada, Applus, UL, Intertek and FM and in the past the only list available was that of the UAE.  
HEADQUARTERS ON THE SPOT, YES OR NO?
In some countries it is required to have a local importer, in others not. Certainly having a partner able to understand the dynamics of the local market is advisable regardless of the regulatory requirement.  
UAE
The United Arab Emirates (UAE) is made up of seven emirates: Abu Dhabi, Ajman, Dubai, Fujaira, Ras al-Khaima, Sharjah and Umm al-Qaywayn. Periodically it produces the "THE LIST OF APPROVED INTERNATIONAL TESTING LABS AND CERTIFICATION BODIES": you can find it below, in the details. This list consists of the first pages which are an index of the laboratories and notified bodies. They have a "scope", which identifies them as "testing" or "certification". It is a clear distinction, if you have testing your tests can be recognized, if you have certification you can do the certification and the CoC. In the following pages we go into the details of the individual body, with the list of acceptable products for Civil Defense. If the product is not included in the list, it cannot be subject to the CoC. For UAE, once the CoC has been obtained, the importer, based in the Emirate, must go to the Civil Defense to validate the document. Caution: no Italian laboratory for fire doors is included as CERTIFICATION in the current list. It will therefore be necessary to rely on another notified body for certification. QATAR

There are two columns that identify where the "testing body" and the "certification body" are located. In the column linked to products we talk about products that can be certified.  
SAUDI ARABIA
At the moment, we do not have a list of authorized entities at hand. However, we know that there is a list of accredited laboratories regarding the Gulf Cooperation Council - GCC market. It consists of the union of all the Persian Gulf states except Iraq, therefore: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates. On the GCC website, there is a list of accredited bodies. We have noticed that within the scope of some entities, there are also regulations regarding fire doors. Here is the link to the page in depth. For this reason, given the variability, we advise you to carefully check the situation with us or with your trusted institution.  
WHICH BODY TO CHOOSE
In the various countries, each institution has, over the years, also obtained some recognition from the market, positive or negative. It should also be verified with your partners and customers, which is the right partner in these countries where, sometimes, decisions do not always follow a linearity of thought.
